<p>Today&#8217;s GBAD meeting was just like the others except for 3 simple events.</p>
<p>&#8211;First is the new legal counsel NM or whatever his name is. Where did they dig up this guy? The guy was shaking like a leaf in front of a whopping crowed of 20. This is the legal counsel, but yet the put this out for RFP today? Huh? Just like most folks we are confused… but I am dumb….and not into that compliance BS!!!-remember</p>
<p>&#8211;Second, Stephanie asks for legal representation as the treasurer and again it was shot down by a 3-2 vote….do they not understand she will not sign the check until it is approved???…..again I will ask if it’s legit, what’s the harm? To this day and asking this question six (6) times on this forum NOBODY dares to answer this question…</p>
<p>&#8211;Third is Mike Fitzgerald. Where do I start. ( Hedoesn’t look you in the eye when confronted with a direct question). He actually has the cajones to make a motion to either have Stephanie removed as treasurer or removed from the board! Hy Chicago wanted to get it off the table so quick, the adjournment motion of the meeting came in the same sentence as the roll call vote. Luckily Chi-town remembered the Obama civic responsibilities and voted to keep Stephanie!!!</p>
<p>Point of interest. During the meeting they motioned to go into executive session. Which was not on the agenda and was not discussed during the meeting? The topic was the RFP for marketing for the city. How can they move to go into executive session (which means the public has to leave, for you non-library folks) and discuss in private the funding for marketing in the city??</p>
<p>Dave is that legit?-If you dig a little deeper you might find why the motion was done with a unanimous vote of 5-0–the first time all of them agreed on anything in 5 meetings? Why now and this topic, and why in executive session?<br />

In the meantime I do encourage everyone at home to make a J Corino original in tribute to Mike F-(see below)…listen the guy be a idiot, but you have to applaud his choice in food….</p>
<p>Just the smell of these meatballs cooking will bring back childhood memories of “spaghetti night” at your home. Ground beef, sausage, and a mixture of Italian seasonings blend perfectly to create juicy meatballs your whole family will adore. Serve them over your favorite pasta with a chunky marinara sauce and garnish with dried oregano.</p>
<p>Ingredients</p>
<ul>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">1 recipe Mama G-May Marinara</span></li>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">1 pound ground beef</span></li>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">12 ounces bulk Italian sausage, hot or sweet</span></li>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">1/2 cup fine, dry bread crumbs</span></li>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">1/4 cup milk</span></li>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">1 egg, slightly beaten</span></li>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">1/4 cup fresh Italian parsley, finely chopped</span></li>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">1/4 cup freshly grated Parmesan cheese</span></li>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">1 teaspoon dried Italian seasoning</span></li>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">1 teaspoon kosher salt</span></li>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">1/4 teaspoon freshly ground pepper</span></li>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">2 tablespoons extra-virgin olive oil</span></li>
</ul>
<p>Directions</p>
<ol>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">Prepare Mama G-May Marinara. Meanwhile, in a large mixing bowl combine ground beef, sausage, bread crumbs, milk, egg, parsley, cheese, Italian seasoning, salt, and pepper until well combined. Form mixture into balls, about 1-1/2 inches in diameter.</span></li>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">In a large skillet, cook the meatballs in hot olive oil over medium heat for 10 minutes or until browned, turning occasionally.</span></li>
<li><span class="Apple-style-span" style="font-size: 12px; line-height: 18px;">Bring Mama G-May Marinara to boiling. Gently place meatballs into sauce. Stir gently to coat with sauce. Cover and cook for 30 minutes or until an instant-read thermometer inserted in the meatballs registers 160 degree F.</span></li>
</ol>
<p>Makes about 3 screw balls.</p>

			<content:encoded><![CDATA[<p>When Chamber of Commerce cheerleader Ben Quintana announced his bid for the Boise City Council, but refused to name which seat he would seek, the <a href="http://boiseguardian.com/2011/05/25/chamber-cheerleader-checks-in-for-council-contest/">GUARDIAN</a> predicted the fix was in.</p>
<p>Sadly, we were correct.  Councilor Alan Shealy sent a letter to his fellow Councilors informing them he would not run for re election.  That means with little more than a month before the filing deadline, there are NO CONTESTED seats for the Boise City City Council or office of Mayor.</p>
<p>Four council seats are up for election this fall. Lauren McLean will run to finish the two years remaining of Vern Bisterfeldt’s term. The four-year terms for Council members Shealy, David Eberle and Elaine Clegg are up for election this November, as is Mayor Dave Bieter’s. </p>
<p><strong>FROM CITY CLERK&#8211;The Declaration of Candidacy period is Monday, August 29, 2011 8:00 a.m. thru Friday, September 9, 2011 5:00 p.m. The Declaration of Candidacy form must be turned into the Boise City Clerk’s Office located at 150 N. Capitol Blvd. If the candidate wishes to submit the declaration of candidacy signed by not less than five (5) registered qualified electors, the form must first be verified by the Ada County Elections office located at 400 N. Benjamin Lane prior to submittal at the Boise City Clerk’s Office. If the candidate wishes to pay the non-refundable filing fee of forty dollars ($40) then the form is just submitted at the Boise City Clerk’s Office.</strong></p>

He called about the situation between the Boise Convention &#038; Visitors Bureau and the Greater Boise Auditorium District. He is astounded that a major city such as Boise will not have a convention and visitor’s bureau to market the city properly. He would like to talk to someone about possibly coming to a solution.<br />

			<content:encoded><![CDATA[<p>Using part of a $60,000 appropriation of public money from the Boise City Council, a new website claiming to be an &#8220;educational outreach&#8221; debuted recently in what can only be seen as a blatant campaign promotion to pass a constitutional amendment.<br />
<a href="http://boiseguardian.com/wp/wp-content/uploads/2010/09/Boi.jpg"><img src="http://boiseguardian.com/wp/wp-content/uploads/2010/09/Boi.jpg" alt="" title="Southwest airlines Boeing 737 aircraft on final approach to the Boise Airport, Idaho, USA." width="218" height="279" class="alignright size-full wp-image-5315" /></a><br />
Dubbed <a href="http://www.hjr5facts.com">HJR5 Facts</a>  the one-sided website has a plethora of facts about airports in Idaho and a paucity of objective information.  You be the judge about the &#8220;information and educational&#8221; aspects of the site and decide whether or not it is an attempt to influence the outcome of a ballot measure&#8211;using public funds.  The site does not disclose who paid for it, nor does it provide any avenue for contacting any officials behind it.</p>
<p>We make no bones about it: The GUARDIAN  opposes the proposed constitutional amendment.  We will also pledge to tell you the truth about what passage of the amendment REALLY means to Idaho citizens and not obfuscate the truth behind slick photos and facts which have no bearing on the proposed amendment.  The site has pages about firefighting and military&#8211;apparently attempting to imply if government is forced to continue  to seek citizen approval of airport debt it will somehow impact these areas.</p>
<p>Here are some factual considerations about the HJR5 amendment conveniently omitted or favorably spun by the publicly-financed website.</p>
<ul>
<li><span style="font-size: 12px; line-height: 18px;">As written the amendment will TERMINATE EXISTING VOTER RIGHTS to approve public debt at airports.</span></li>
<li><span style="font-size: 12px; line-height: 18px;">As written the amendment opens up the potential of airports to own tax-exempt hangars, parking facilities and other property that would otherwise be built with private funds and provide valuable tax revenues to cities, schools and counties.</span></li>
<li><span style="font-size: 12px; line-height: 18px;">Public facilities and structures can be placed at financial risk&#8211;including foreclosure&#8211;when financed without the approval of voters.</span></li>
<li><span style="font-size: 12px; line-height: 18px;">Any project contemplated for airports is currently allowed by the constitution The major change from the current constitutional language is to eliminate citizen approval.</span></li>
<li><span style="font-size: 12px; line-height: 18px;">Local property taxes could increase when private property is converted to government ownership and revenues are lost.</span></li>
<li><span style="font-size: 12px; line-height: 18px;">Airports would be allowed to compete directly with private enterprise which currently rents space to rental car companies or finances hangars.  Hotels could also suffer if cities choose to construct lodging through debt obligations.</span></li>
<li><span style="font-size: 12px; line-height: 18px;">California&#8217;s constitution (like Idaho) requires citizen approval of debt for airports and that state&#8217;s economy is bigger than most countries.</span></li>
</ul>
<p>We think a well rounded &#8220;education&#8221; is in order and hence offer additional study opportunities and classes at the GUARDIAN.</p>

			<content:encoded><![CDATA[<p>Boise City Councilors will be asked to approve $60,000 for yet another public releations campaign to &#8220;educate&#8221; voters about the constitutional amendment on the November ballot relating to airports.</p>
<p>Simply put, the GUARDIAN sees the effort as a thinly veiled effort to influence an election issue.  Like the &#8220;outreach&#8221; for the streetcar, there is little doubt which direction Team Dave wants the vote to go.  We will gladly educate people for only$30,000 and we may get it if issue goes before a judge.</p>
<p>When AMERITEL INNS sued the G-BAD boys over a campaign to pass a bond for a convention center the Supremes ruled public funds and resources cannot be used to influence an election unless similar funds are given the other side.</p>
<p>Boise&#8217;s legal department says this is different, but we hope the councilors will see the light after spending tens of thousands of tax dollars after getting bad advice.  The issue is on the Tuesday council agenda.</p>
<p>At issue is HJR 5 which seeks to change the Idaho Constitution as it relates to public debt at airports.  The biggest change denies voters the constitutional rights to vote on long term debt projects they currently hold.  It also will take property off the tax rolls and potentially cause3 a tax hike.</p>
<p>The cities are asking folks to vote to deny themselves the right to vote!  The insidious part is they want to use our public money against us!</p>

Fire Alarm: Hello, it is Saturday and it is just before 11:00 p.m. The Cathedral of the Rockies,<br />

all the time. I can’t even imagine how many times it’s gone off this year alone. I certainly hope<br />
the city is fining them each and every time the Fire Department and all these people come out<br />
here for nothing, and it’s nothing each and every time. Since I’m ranting and raving about the<br />
Cathedral of the Rockies, the congregation parks wherever the hell they please on Sundays<br />
here, jutting out into the intersections causing people to have to walk out into the street instead<br />
of the crosswalk, illegally parking all up behind the high school and what not. Maybe you guys<br />
could send some cops out there during service time and write a few tickets.<br />

Amtrak: I’ve been here for 40 years, and this goes to Mr. Mayor Bieter. That track you’re trying<br />

Get Amtrak in here if you want to make some money and make it look good for yourself. If you<br />
get Amtrak in it’s going to bring in customers from all over the United States and the world. If<br />
you have Amtrak going back through here like we did before, you’ll be justifying everything.<br />
Forget the streetcar; get Amtrak, please. It’ll go so much farther and you’ll get voted in next<br />

Streetcar: I’m calling today, Saturday the 12th of December because I think that the proposed<br />
change to the route of the streetcar is a great idea. I’ve been supportive of the idea of the<br />
streetcar; I didn’t think the route needed to be downtown which is compact and easy to get<br />
around, but the proposal in Mark River’s article in the paper makes so much sense as far as<br />
connecting people to downtown, which was a missing link before. So, I hope you can go<br />
forward with that plan and make it work because we need better public transportation. Thank<br />

Curb It: My comment is in regard to these Allied Waste totes that we are forced to use. They<br />
are amongst one of the stupidest ideas I have seen yet. It may have saved the City of Boise<br />
some money but between their usage and ACHD’s lack of maintaining the storm drains and<br />
roads in this city, they cause major flood and traffic problems. I’ve got a neighborhood that I live<br />
in that is flooded because people put these in the gutter where they have to put them. Stuff<br />
wraps around them, the water does like now when it’s raining; they put them on top of the storm<br />
drains and you can’t get people to cooperate to not do this stuff. I wish they had thought this<br />
whole thing through before they had done it. If you have any other comments toward me, you<br />

Prosecution: On November 11, 2009 I witnessed a vicious attack where the victim was held<br />
against her will and beaten up. I called the Boise Police Department, I called 911, had them<br />
come out to the scene. The attacker was not arrested; they told us it was going to take time, da<br />
da da, and the victim just got a letter from the Boise Police Department stating that the<br />
Prosecutor’s office has declined to prosecute. I feel like this was because it was a black on<br />
black crime; I’ve seen less violence take place, an assault between domestic violence take<br />
place, and one or both parties being taken to jail. I believe that because these two individuals<br />
were African American, that the Police Department did not take it seriously, did not want to fill<br />
out the paper work, and the victim in this crime is just not being helped at all and I think it’s a<br />
tragedy that there’s so much racism still in Boise. I would like for someone to take this matter<br />
seriously; I’ve even already called the Police Chief and nobody is taking this matter seriously.<br />

Tracon: I have a comment to make regarding the FAA’s attempt to move the TRACON from<br />
Boise to Salt Lake City. There’s one factor that’s been overlooked on this and that’s the<br />
development of the Microwave relay stations that need to be implanted before this thing can be<br />
carried out. Each one of those stations cost a lot of money and there probably would be a total,<br />
I would say of about eight to nine of them to be developed to carry that signal down to the Salt<br />
Lake TRACON. This whole thing smells of empire building on the part of the FAA and is a<br />
ridiculous move and I wish you every success in turning it around and having that TRACON left<br />
here in Idaho. I am an ex-FAA employee and I have opposed this move ever since I heard<br />
about it a couple of years ago. The other factor that comes into line here is that signal and the<br />
reliability of that signal is much susceptible to any kind of sabotage that might take place and<br />
would effectively knock out the entire air traffic radar system. So, more power to you; if you<br />
wish, give me a call back.<br />

Panhandlers: My comment and complaint is about these no-good swabs on our corners<br />
begging with “I need help”, “I need this” when they’re organized. I witnessed one guy relieve<br />
another guy that was standing on the corner out at the Overland Road Walmart. One walked by<br />
and he waved as the other one walked off. Then there was another one who didn’t have a cane<br />
and then the next day all of a sudden he’s got a cane. These people are organized and not<br />
helpless; they get in their brand new vehicles. Can we pass something to stop this from<br />
happening because it looks bad for Boise, besides people meet a disabled veteran (I’m a<br />
disabled veteran), so somebody holding a sign up saying “a disabled vet needs help” is wrong<br />
because the VA will help, the Health and Welfare will help too. So, yah, we need to do<br />
something to stop this because it’s a real eye sore and it’s just the same as people wanting to<br />
prey on people’s kindness by lying and being thieves. Please have somebody call me back and<br />
let me know if I can do anything to help. If you want me to follow you guys around to find out<br />
where they’re at, I’ll do that. I’ve been told that they do have, I guess, a big old 4&#215;4 camper or<br />
something to that extent that’s up at the Boise truck stop where they all meet and then go to<br />
their different corners to collect the money. See if we can stop it; please let me help.<br />

notice even Federal Funds are available for this, but we better not be taking those because it<br />

			<content:encoded><![CDATA[<p>Bids will be opened at 1:30 Wednesday for a new Boise Fire Department ambulance, but even at this late date it is not a &#8220;done deal.&#8221;</p>
<p>The City is rushing to get an ambulance transport license from the State of Idaho in advance of anticipated new administrative rules that would require officials to consider the following:</p>
<p>&#8211;FASTER RESPONSE TIMES<br />
&#8211;PATIENT OUTCOME  (better care)<br />
&#8211;FINANCIAL ISSUES</p>
<p>Despite the fact Boise will open bids they requested for a new truck cab and chassis for a used ambulance body,  Dave Bieter sent a letter to a citizen saying, <strong>&#8220;Neither the City Council nor the Mayor has authorized emergency transport services by the Boise Fire Department at this time.&#8221;  </strong></p>
<p>That is very true.  The city has no authority to run an ambulance &#8220;at this time&#8221;  because they don&#8217;t have any ambulances or the required license.  The letter went on to say the  action was an effort to preserve the city&#8217;s &#8220;right to provide emergency transport.  Team Dave  didn&#8217;t tell the citizen they had already sought bids for an ambulance&#8211;apparently one they don&#8217;t plan to use other than to &#8220;preserve their rights.&#8221;  Why the bids if they don&#8217;t plan to go into business?</p>
<p> In fact, the terms of their bid financing are probably illegal and violate the Idaho Constitution.  They seek a multi-year &#8220;lease-purchase&#8221; which the Supreme Court has previously ruled as unconstitutional.</p>
<p>To prevent having a large purchase (ambulance) show up in the budget, it looks like they are going for monthly payments to keep it from the scrutiny of voters, or perhaps the council.</p>
<p>So far in this fiasco, which the Daily Paper and most other news outlets have failed to publish or air, we have emergency doctors opposing a Boise City ambulance, reps from two hospitals have met with the County Commishes voicing disapproval, bids for an ambulance with questionable financing will be opened Wednesday, and this is all just to &#8220;preserve the right&#8221; for ambulance service in a city that already has a taxpayer supported ambulance service provided by Ada County EMS.</p>

Amtrak:  I was just calling about the whole Amtrak thing and I do not think that the Mayor is on the right track with that.  We don’t need any more taxes in this city; we have enough in this county; we have enough in this state.  It’s not bad enough that the government taxes the crap out of us all the time, but now we’re going to have Amtrak coming here and tax us.  If they can show that they can make a profit, then why doesn’t the Mayor buy Amtrak and he can run it without losing any money, then we won’t have to worry about it, and he can have his little railway there because it’s too much money for us.  So, no Amtrak, no taxes.  I would say &#8211; do it if you can make it so it’s not taxed on the people.  Make people pay for it when they use it; that’s how it should be.  You don’t make everybody pay for something they’re not going to use; that’s just ridiculous.  The government is just way out of control on these taxes.  Thank you.  I appreciate your time.</p>

Towing: I’ve got a complaint about whoever is representing the Mayor’s Office.  At this moment at 10:29 on a Monday afternoon I was told that if I left a message that you would not call me back because you wouldn’t care about my message and the fact that the city throws a party in Ann Morrison and you will accept revenue from it, but yet you’re going to tow any car that’s parked there after dark when I do the responsible thing and walk home because I’m too intoxicated because you throw a brew fest.  I don’t care if Boise was not part of it; you’re going to accept the revenue from it and so is Parks and Rec.  I’m quite upset because the towing company took a digital picture of where I was parked, and they even told me I was parked in a legitimate spot, and you guys are going to tow my car after the beer fest.  Maybe the next time I should just drive drunk home, because that’s what you’re asking me to do, and now I have to go pay $100, which I can’t afford; I couldn’t even afford to go to the beer fest in the first place, so I get taken and my wife gets taken in for free, then we come out and we have to pay $100 because our car gets towed. Amtrak: We have been recently hearing in the news about a couple of rail initiatives, one is the commuter train and the other is Amtrak.  We heard about the commuter train, and then suddenly it seems to have been dropped in favor of Amtrak without apparently any survey being run.  I wonder if you might consider running a survey to see if there would be more interest in Amtrak or if there would be more interest in a commuter train to Nampa and Caldwell.  It seems like we would have more people using it regularly on a commuter and help relieve the roadways if we had a commuter train.  Amtrak would not impact so much on the road and would not be as great a benefit to the citizens of Boise.  Thank you very much.<br />

Oregon Jets: I just wanted to call in and ask what the city government is doing about having all of these military jets flying over Boise with the noise pollution problem and even more of a problem, the air pollution problem.  There is a mandatory burn ban; the air quality is bad; for Ada County we have air quality control for our vehicles, and yet day after day after day after day we have these military jets flying over.  I’m not against military; I just am against them dumping pollution over Boise skies where our citizens and our children have to breathe it, and also have to listen to that deafening sound over and over and over again.  It does not make any sense to have those planes flying over Boise.  They could take off to the east and head south to fly their training mission over the desert.  Now I understand that you may not have any particular pull over that, over what the military and the state of Idaho are doing, but as a citizen of Boise, and after calling many, many times and nothing is being done about it and there’s no other place to turn, then perhaps if the Mayor would put some pressure on the Idaho Air National Guard to stop all of these take-off’s and landings and flying over Boise with this pollution problem; it’s a Boise problem that needs to be addressed by the leaders of our city.  So, I’m trying every avenue that I can to get this to be stopped, or at least curtailed.  I mean it’s just to the point where it’s all the time now; all the time, and I think it’s irresponsible; irresponsible to harm the citizens and the children of Boise with this pollution.  Hopefully there is something that you can do – maybe you can call the Idaho National Guard and say, “Please give us a break.”  I know that aviators always say, “Well, you’re supposed to take off into a head wind.”  Well, those are military jets; they can take off into any kind of a wind, or land in any kind of wind.  That really has nothing to do with them taking off and landing.  If somehow we can get something set up where the military planes take off to the east and fly to the south so we don’t have to listen to that or be polluted by that any longer, I would really appreciate that. School Demolition: I’m just calling to leave a comment about the recent decision by the Boise School Board to demolish Franklin and Cole school buildings.  I think it’s a shame that they’re knocking these down and I just hope there’s something Boise can do to protect at least Cole School from getting demolished.  School districts are in the business to educate children; they’re not in the real estate business, especially when it’s to fill a budget hole. Curb It: I am calling about these enormous trash cans that we once before turned down.  I have a very, very narrow area along the side of my house where my trash cans sit.  It’s dangerous to have these enormous ones take up this path, number one.  Number two, I’m in my 70s and I can get the little trash cans around to do my yard work, and these enormous ones will be impossible for me to use; plus I hose my trash cans out on a regular basis – I remove the lids, clean them, hose them, turn them upside down, and enormous ones like this I couldn’t even possibly manipulate.  I do not have that many things for this enormous blue one; it would take me a month or two or three to even fill it at all.  I would like some help please, and I’m hoping that you will understand that we senior citizens need to have some exceptions made on our behalf.  Thank you.<br />

Graffiti &#038; Drugs: The reason why I’m calling is I’m trying to stay anonymous, but my call to the graffiti hotline yesterday – my next door neighbors house is a crack house.    The teenagers over there have graffitied the whole wall at the end of Owyhee and Malad.  I called the police yesterday – graffiti hotline, and they sent a police officer out but nobody would answer the door so nothing was done.  They suspect that I called the police so that means more retaliation against me; it makes me a target.  I’m just wondering what might be able to be done because today’s Thursday and the trash goes out today and I’m sure they’ve thrown most of the evidence in the trash can.  So, it would be nice, I guess, if the police officers made it over and at least looked through the trash can for the spray paint cans or whatever because there’s spray paint back behind our house where they sprayed and then over there more towards Owyhee at the base of the hill.  So anyways this is my concern.  It’s my concern that it’s a crack house; I’ve been reporting that there’s crack activity but nothing seems to get done.  You know, the teenagers are smoking, doing drugs, things like that; I’ve complained about that but nothing gets done.  So anyways, I don’t know what to do any more except that I’m trying to stay anonymous because it just makes me a target every time by these neighbors; I just have no protection here. Litigation: I was a Boise resident up until March of this year, and when I moved to Enid, Oklahoma, I paid a prominent member of the Vineyard Church to move my furniture.  In the process of that, he stole probably about $2,000 worth of things from my property and possession.  I’ve contacted an attorney and he told me it’s a criminal matter and I need to contact my A.D.A.  Since this person has ties in the Boise community, Boise police say it’s a civil matter and they won’t press charges.  Now I’ve left numerous messages over the last month and I have never received a phone call back from the police department.  I am very upset about the way I was treated and I do intend on continuing my complaints to the Governor’s office or higher.  This is unfair; I pay taxes; I’m a good honest member of the Boise community, and the man who stole from me is a known criminal, rehabilitated supposedly.  I would appreciate a phone call; maybe you can direct me as to where I can take my complaint from here, otherwise I will be continuing my mail to the Governor’s office and hire a S.D.P. Amtrak: I do not want Amtrak back if we have to pay for it.  They’re taxing us to death as it is.  No more taxes; I’m sick of it and I represent my husband Ron Daly as well as myself.  I also do not want a trolley system through Boise; it’s ridiculous.  People like their cars and they want to stay with them.  I’m totally opposed to that; it’s a silly idea.  We dug up all the trolley tracks, cut the service, and hardly anybody rides it so I’m totally opposed to that.  I just don’t want any more taxes; we’re taxed to death as it is.  Thank you.<br />

Bike Safety: I’ve been a resident of Boise most of my 60 years and I’d like to comment on the biking issues and bikes along the roadways.  A lot of bicyclists will actually ride on the white line, irregardless if it’s a bike lane or not.  Take for instance Hill Road; they’re riding on that white line and you need to give them 3 ft., you’re going to be involved in a head-on collision because you don’t have that much room left before you’re in the other lane.  A lot of them, in particular those who  left yesterday, they can ride three or four abreast and hold up traffic, or they’re riding three abreast and you have to get into the other lane in order to avoid hitting them.  They need to take on more responsibility because they’re not going the posted speed limit.  I’d like to see bicyclists take on the responsibility, and maybe riding against traffic they would be able to see the oncoming traffic instead of having it behind them.  Thank you.<br />

Bike Safety: I have a couple more comments concerning bicyclists on the road.  A lot of them ride with kind of an attitude that the cars are supposed to yield to them at all times and to have the right-of-way.  Some of them have quite an aggressive behavior when they’re on the edge of the bike lanes and not really having some consideration for vehicles.  It used to be the old school that when you came up to an intersection, you didn’t have crossing guards, you had to take care of yourself.  I think because bicyclists are smaller, some of them run stop signs and they are going a lot faster than a small object can necessarily be seen, and a lot of them are riding in the evening hours.  They have to take on, I think, more of the responsibility of keeping themselves safe because a lot of times they’re in the shady spots of the highway, a lot of them don’t have proper headlights or reflection.  They need to take the responsibility that they need to take care of themselves and not that everybody has to look out for them.</p>

Downtown Maintenance: I work at the corner of 9th and Main in Steve Rambo Jewelers.  We have some kind of a power box in front of the store; it’s a big tall box and people love to put all kinds of graffiti and word stuff all over it, and concert information and all that.  You guys have been great to keep that cleaned off, except whoever is doing it now is using a power sprayer and they’re blowing paper and sticky all over the sidewalk in front of the store and I can’t get it off.  It’s also on our front windows.  It’s great that you guys are keeping it clean, but it would be really awesome if they wouldn’t blow it towards the store and all over the sidewalk out there because again like I said, I just can’t get it off. Panhandlers: I am visiting from Mississippi and I’m staying here with my daughter who lives in<br />
Boise. My daughter and I were quite concerned going down to the Bodo area and the Grove<br />
fountain for some functions down there, about all the vagrant people who are camped out on<br />
that little piece of lawn right there next to the Grove Hotel. It seems like Boise doesn’t have a<br />
vagrancy ordinance because they’re begging at corners like grocery stores. They’re sitting<br />
there, there was like, oh my gosh, ten different families; one lady’s sign said she was pregnant.<br />
I just find that really alarming. Most cities have laws, like we do down south, about where they<br />
can be, not right in the middle of visitors’ faces. I just wondered if you would address that at<br />
your City Council meeting and please do something about it because I’m sure other people are<br />
just as upset about it. I appreciate it very much. I did see your Mayor Bieter at the Basque<br />
festivities there on Friday night. Thank you so much.<br />

Excessive Force: I’m a citizen of Boise and I will remain anonymous to avoid retaliation for this<br />
call. I’m calling about the reports we’ve been getting about the tazing incident involving Boise<br />
police in February 2009. I understand that as many as 10 police officers were involved in<br />
subduing one suspect, and at least one of them used force and threats that even the Chief of<br />
Police said were unprofessional and outside department policy. I think that’s shocking and it’s<br />
frightening that this officer may still be out on the street and in a position to victimize other<br />
citizens. I think it’s even more shocking that the audio tape that contained critical evidence was<br />
erased, and that the officer who did this, who is apparently a supervisor, is apparently also still<br />
on active duty. From the information that’s been in the news, it sounds to me that this may have<br />
been a crime of police brutality, compounded by a cover-up by the police. Since evidence that<br />
may have been used to prove or disprove that has been destroyed, we may never know. I think<br />
the Mayor has definitely under-reacted in this situation, and by failing to act decisively to remove<br />
these officers who exercised bad judgment, he may be failing to prevent the next case of police<br />
over reaction. I think it’s critical that the Mayor back track and quit participating in the cover-up<br />
and take decisive action to fulfill his first duty to the citizens of Boise, and to eliminate officers<br />
who may have made only one mistake, but in both cases they were extremely severe mistakes,<br />
and we’ve got to ensure that they are not repeated. Thank you.<br />

Excessive Force: I’m calling for my daughter. We’re trying to report a bad incident in which the<br />
police arrived at her house and behaved in a very unprofessional manner to the point that the<br />
children were reduced to tears of fear. They were threatened to be put in a detention home and<br />
at least half of the transactions are on tape. I want the tape to be heard by the Mayor’s office<br />
and let them decide for themselves, but to us the police did not help matters, they just made<br />
matters worse. They grumbled about being dragged to homes when they should be fighting<br />
crime. Overall, they left everybody in tears with their comments when they left. If the Mayor or<br />
his deputy could listen to this tape, which I think speaks for itself, it would be appreciated. I’m<br />
the grandfather of the victims in this case, and this took place in Hidden Springs in Boise at<br />

Statesman Flyers Complaint: I’ve registered a complaint with the Idaho Statesman, but the<br />
only thing they’ve done is agree not to deliver this thing to my door any more. A few weeks<br />
back, I don’t know, as near as I can tell four or five weeks ago, the Idaho Statesman started<br />
delivering without any sort of inquiry made to homeowners. It’s just an advertising piece on<br />
newsprint, a small size thing rolled up and secured with a rubber band, called The Market Place.<br />
It’s delivered obviously sometime in the wee hours of the morning. I’ve never actually seen it<br />
delivered; I only see it on the mornings that it’s delivered, which seems like Tuesday or<br />
Wednesday. The problem is that many of the homes in this area are vacant, they’re for sale, or<br />
they’re not occupied, or particularly where I live there are retired folks who do a bit of traveling.<br />
These things are launched into the landscaping; sometimes they end up on the door step, but a<br />
lot of times they are just launched into the landscaping and after a few weeks of people who are<br />
either not home or the house is vacant and for sale, it’s now trash. I’ve made a habit of<br />
collecting my own and some of the homes that I know are vacant, but I think it’s a bit intrusive<br />
for me to remove it from a driveway when I’m not really sure what the status is of the occupancy<br />
there. To me these people are simply launching trash; I understand there might be some<br />
concerns about how people can advertise, but in this instance to me it is a beacon for a<br />
potential robbery or break-in, which we have had in this neighborhood, when they see this sort<br />
of debris lying around and making an obvious statement that the people either aren’t home or<br />
the house is vacant, or whatever the case may be. That’s only part of it; my biggest complaint is<br />
that it looks like trash. I did phone the Idaho Statesman today and talk to them about it; they did<br />
say that they would stop delivery to my address but they wouldn’t do it for the house across the<br />
street that I know to be vacant and for sale; that the homeowner would have to notify them.<br />
Anyway, I just find a flaw in this and I just though I would notify the Mayor’s Hotline and just kind<br />
of register a complaint. Thank you.<br />

Bus Service Hours: I have a comment and some ideas to pass along to you and the people<br />
who are involved and whoever is in charge for people with disabilities (ADA). I wanted to<br />
provide a comment because I understand the bus system runs from 6:30 a.m. till 4:00 p.m.<br />
Mountain Standard Time in your area and I was trying to see if I can bring up an idea even if I<br />
don’t live in the city to see if you all can get some help from the city to work with the ADA to help<br />
the service run longer hours; maybe for example 8:30 to 9:00 p.m. Mountain Standard Time and<br />
they can open up the service beginning at the same time but run later than what you guys run<br />
now and they can get some help from the city to get more funds to run more hours when they<br />
go different places. For example, taking people to work or to the Library or wherever people<br />
need to go, they can stay to a later time until that bus service ends and that way the bus system<br />
can run late too and that way it will be fair for everybody if they can all run the same time<br />
instead of running until 4:00 p.m. just in case somebody has to be at work at a certain time, and<br />
that way they still have a way to get back and forth to work and wherever people need to go. As<br />
far as that idea, and if I can give you my name and phone number, I’ll have some more ideas to<br />
pass along to whoever is in charge and that way you can take the rest of my comments or you<br />
can give it to the people involved. I would also like to suggest that when you do have that kind<br />
of service to run at a later time, why not provide services in the city area, for example it would<br />
take them anywhere in the city of Boise, no matter how far it is as long as it’s in that particular<br />
city, it doesn’t matter how far they travel. I look forward to hearing back from you when you get<br />

Animal Tags: I just want to leave an anonymous suggestion. The new Boise City animal<br />
licenses, the actual tags, I just wanted to suggest that you make them round instead of the cute<br />
little fire hydrant shapes because those can have sharp corners, and when dogs are playing<br />
around, those corners can cut them or poke into them and it’s very uncomfortable. So, I just<br />
wanted to make a suggestion to use round license tags like they used to and none of this cute<br />

Irrigating in the Rain: I am an Idaho State taxpayer and I would like to comment on the fact<br />
that Milwaukee around Capitol High School, happened to be flooded today; the street was<br />
flooded, but by God those sprinklers were going off at 2:30 in the afternoon all around that<br />
whole Capitol High campus, so, way to go City of Boise. I guess it’s just the rest of us that have<br />

One-Way Streets in Boise: I listened to the Mayor on the radio and comments about the oneway<br />
streets. I live in Meridian and have several friends who live in Nampa and Meridian and we<br />
don’t go to Boise that often because of the confusion of those one-way streets. It would be<br />
great if they could work on figuring out a way to get rid of them; I think it would be great for your<br />
