					<description><![CDATA[Lucas,  There are two reasons that the North and East Ends get the preferential treatment.  I am not stating this is fair, but that the way it is.

First, the North &#038; East Ends have well organized neighborhood groups lobbying for their residents.  

Second, look at the density and property values and the way it relates to tax collections.  More taxes/acre are collected in these areas.

Just something else to ponder in your quest for elected office.]]></description>
