					<description><![CDATA[This letter does NOT say you have to be a resident.  It says you have to be a resident OR own property within the district.  I am utterly confused that based on this letter, someone owning property was disqualified from voting.  That said, the notion that a handful of private citizens who apparently are developers (with a bundle of cash) can make this type of decision for future property owners to pay off.

EDITOR NOTE--Check the letter closer.   The key qualification to be an elector is being an Idaho Citizen AND resident of the county where you offer to vote.  Also, the Idaho Constitution requires citizenship and residency in Idaho.]]></description>
