OSHA Required Sign?

We noticed this worker holding Christmas lights while his partner wrapped them around a tree in Downtown Boise on S. 9th. The sign seemed a bit much! (Sign was for construction project)

I have noticed more and more signs for various projects. There must be some new city ordinance.

The libs in the USA are trying to emulate the Canadians. I think we should get rid on dark colored police uniforms too.
