One of the problems with a long-standing administration is it allows the moss to grow.

I might add that organized gambling already has a substantial advantage in making a profit. However, in spite of this fact, it never fails that those involved must always bend or break the rules. Dingy Harry made his big connections to the power players while overseeing Nevada gambling.
