										<content:encoded><![CDATA[<p>Local governments are faced with deciding the fate of more than a dozen applications to build large developments in SW Idaho in the near future.  We think it is time to act responsibly on behalf of the public and JUST SAY NO!</p>
<p>The Daily Paper did a nice round up of the <a href="http://www.idahostatesman.com/newsupdates/story/495807.html">PROPOSED DEVELOPMENTS</a> in the Sunday edition.  Reporter Cynthia Sewell calculates the proposals call for 19331 homes on 7,379 acres.  The GUARDIAN calculates that means 11.4 SQUARE MILES of houses.<br />

Simply put, it is insane not only to PROPOSE such vast growth and increase in population at this point in history, it is morally bankrupt to even CONSIDER approving such folly.  The bailout of the &#8220;quasi governmental&#8221; Fannie Mae and Freddie Mac financial institutions has the potential of nearly DOUBLING the federal budget deficit.  It does nothing more than encourage and reward irresponsible greedy behavior which benefits only the &#8220;big boys.&#8221;  </p>
<p>If the locals deny the plans, there will be no need to regulate the financing.  The first step in any application should be &#8220;show me the money.&#8221;</p>
<p>While were are at it, it is time to rid society of &#8220;quasi&#8221; anything.  These shadow agencies get created by governments, but are allowed to act with little or no public oversight and are not accountable to the citizens.  Locally we have Urban Renewal Agencies and various Housing Authorities as well as a state Health Facilities outfit&#8211;all created to finance something or other and their parentage and status is murky to say the least.</p>
<p>We don&#8217;t have a housing shortage in the valley, we don&#8217;t have any reason to encourage new businesses, workers, or others to either make babies or move here.  What we need is for responsible adults to stop encouraging growth just for the sake of growth.  </p>
<p>Those of us who live within our means, paying our taxes and bills are punished when special accommodations are offered to the likes of Tamarack, Micron, Albertson, Cabella, and others.  (We heard of county commishes in Rexburg excusing taxes on a movie theater bowling alley facility in order to &#8220;preserve jobs.&#8221;)</p>
<p>Sadly, the GUARDIAN sees little hope we will ever get our heads above water and tackle the issues of pollution, transportation, education, etc. as long as the deciders continue to create the need for schools, roads, buses, and sewage treatment&#8211;at the expense of the general public which has to ultimately pony up the cash.</p>
<p>How can the Ada County Highway District hope to get approval for a near doubling of vehicle registration fees in Ada if other agencies are creating the need for more roads and repairs which creates the need for more&#8230;it is an endless cycle which MUST be broken.</p>

Potential meeting with Mayor: Brent called the main line regarding a potential meeting with the executive from Idaho National Lab, Amy Lentz from Idaho Falls. She would love to meet the Mayor and discuss with him clean up concerns and it’s effect on the state as a whole. She is also the Vice President of Cleanup contractor. They are coming next week on Thursday or Friday or in early August. They would only need about 10-15 min. Please give him a call back.<br />

Airport: I was calling to inquire whether the Mayor, the City Council, or the people that run our fancy airport know that Delta is going to cancel the direct flight to and from Atlanta in September. I don’t expect with as much ballyhoos as when they announced it was opening. Anyway, I think that is affront to our city and a diminishment of service.<br />

Fire Department: I am calling because I am resident 2522 Davis St, parallel to State Street. I received a notice upon arriving home, at 4:30 this afternoon, telling me that there is going to be firefighting training exercise at the house across the alley tomorrow. I find that very disturbing that I got less that 24 hours notice and that they are going to burning a house in a residential neighborhood with children, people with allergies, asthma and so forth. Again, we only got less than 24 hours notice. I did speak with Captain Rick Pain at the training division whose phone number is 378-8517. His cell phone is 869-5220. He said he would talk about it with his boss. He gave me the chief’s number. However, you know, it’s after five, it’s probably going to be difficult to get in touch with that person. This notice given at the late date may cause people to kind of throw up there hands and say, “well you know I didn’t really have a chance so I probably don’t really have an opportunity to comment. So, it’s probably just going to happen and I am not going to say anything.” Again, I have pretty significant concerns about this. I don’t think it’s appropriate to have such short notice for such a significant event in a residential neighborhood. I would really appreciate a response. It’s ten after five on Monday, July 17th and the scheduled firefighter training is for tomorrow Tuesday July 17th.<br />

PDS/ Fire Department: I guess I have two issues. Number one is regarding a plan to build an office and residential combination. It’s on planning development file number DRH0600246, which has the only access coming off the alley that runs behind my home. No access off of State Street. I think that’s absolutely wrong to have an alley be the main access to any developed property. I voiced that concern to Planning and Development and they said, “It’s already been zoned that way, and there is nothing they can do about it.” I think that’s wrong. Secondly, the house that currently sits on that property is going to be burned down tomorrow as a fire training exercise. I am told. I received no notification of that. I found out from my neighbors. I think that’s a very poor way to go of it, as well. Neighbors that live behind this developed property should have had fair warning of this thing. I have some concerns about air quality, potential sparks from getting away and setting fire to nearby properties. So, I think this is a bad deal as well.<br />

Court Issue: I had a question for them, pretty much the mayor but I wasn’t sure exactly who to talk to. I have a charge on me right now of petty theft. I don’t know if this is the department or the concern. I could have sworn that through the court system, I had a year of unsupervised probation to attend five days of work release and to attend a petty theft class, which is acceptable. What is not acceptable is that I just found out warrant for my arrest, and I don’t know what to do. Everyone is telling me that I have to be arrested just to talk to someone about this. I am not rich. My bail, I found out it was $2,000. I believe that’s extremely high. My theft charges…well, I borrowed the bicycle because I am disabled. I used it to get to from point A to point B. I had intent to return it. But I am guilty for the crime. Wasn’t sure exactly what my options were. I was hoping that someone there could help me out. Thank you.<br />

Court Issue: I just left a message there like two seconds ago. Just wanted to let you know, I’m not trying to go over the judge’s head. It’s just that one of my concerns is that the only way I can talk to the judge is by getting arrested. I don’t feel that I should be condemned. I know I should be punished but not condemned for my crime. The only way I can speak to the judge is by being arrested. I don’t know if that is the only way I can go about this. No, I’m not rich. I live at my parent’s house temporarily but the rent around here in Idaho everyone has to be a multimillionaire just to live here now. It wasn’t like that 13 years ago when I first moved here. I’m not sure why my bail bond is up to like $2000. I know bail is like 10% through a bail bondsman. I’m just kind of curious. Sorry to bring to this concern to you folks. I am not sure what to do as a citizen here in Idaho. I was wondering if it was common for everyone to be sentenced so high for money. Is everything leading to the cost of money? I don’t know what’s going on. I am very lost, very confused and very scared. If you would contact me back. I don’t know what to do or what to say. I don’t even know if this is in your area of expertise. If you could give me a call back it would be greatly appreciated.</p>

Cutting Trees: I live over here off of Ustick between Maple Grove and Milwaukee. I have noticed a lot of trees that are being marked with red tags. I assume those are trees that are going to be ripped out, and if so, I think it’s a total travesty. The way I look at it, if people move out to Eagle and Emmet and all those places they know what they are getting into when they have to fight traffic. I don’t know why they have to destroy all these trees along one of the most beautiful roads that are left here in Boise. With global warming and everything I would think they would want to keep trees not destroy them. I am totally upset about this. I just hope they find alternate routes for these people who are stupid enough to move clear out of town.<br />

Code Enforcement: Hello, I am not sure where to direct this, so I thought I would start at the top and you guys can delegate it. It’s a safety concern. The concern is as follows if you are on Gary Lane at Gillis. Both, North of Gillis and South of Gillis on Gary Lane are two obstructions for pedestrian traffic. The worst of the two is North of Gillis. We have a huge over grown bush that forces pedestrian traffic into the street including kids on bicycles and elderly people. I have seen both. Elderly folks have to walk into the street to get around this huge bush that is completely covering the side walk. Again, that is on Gary Lane just north of Gillis. Now, just immediately south of Gillis is a huge, I think it’s an ornamental plum tree that is over grown. It causes you to have to duck and it’s dropping all sorts of stuff onto the sidewalk. I figured I would mention that as well, although it’s not as big of a problem as the other. They are both impeding pedestrian traffic in one way and the other. I would appreciate it if you could pass that on to whoever controls that, or would cut those things down or would force the owners to cut them down. It’s a real hazard I believe especially towards dark when folks are out walking around. I would appreciate anything you could do to help that.<br />

There is also one house that has a large orange dump truck that has been sitting in their driveway for months. I just wanted to let someone know. So, then they could turn around and offer a tax break to the establishments that would stop selling the cheap liquor that causes the problem. Maybe they could give that a try and maybe that would help.<br />

BPD: I was watching the local news last night and was happy to see that you were addressing the alcoholism problem in downtown Boise as evidenced over the weekend with the riotous situations that had every cop in town downtown. I haven’t seen so much action since the 70’s when they used to have people running naked through Julia Davis Park and the police suited up in their riot gear. I don’t know if the fire department sprayed them with water or not. But, it might be helpful for you to know that the reason the people are behaving this way is because they are lonely. There is no other activity in this town that a young adult or a middle aged adult can participate in so cheaply. If you would address that, it would behoove our city to become involved in some sort of entertainment. It would cost a whole lot less than all these police. Frankly, I resent it when we are on code 2 status in our town; every police officer is downtown, while the criminals are getting away with every known thing in the book, in the neighborhoods. And, they know it. We just don’t have enough money to hire another 500 or 1,000 police officers. And, the ones we now have could possibly change their attitudes instead of sneering, mocking, abusing, and tormenting and taunting; average, law-abiding, hard working citizens. Thanks.<br />

BPD: I’m glad that the police department informed you of the riotous situation downtown, among the drinking in the public last weekend. But have they informed you or the city council of the huge problem of domestic violence? We have a police scanner. We listen to it. How about for entertainment the city put on a huge educational series regarding how men and women should treat each other, how to talk with one another, how to meet one another and date one another and generally behave well in our town? I think you would be performing a service. You would have a huge draw. And, the police would be freed up to get down to criminal activity. Just think about this, what happens if people stop driving because the cost of gas is to high and they can’t afford it? Then police can no longer give traffic tickets. Where then will your source of revenue be?<br />

Renters: I do have a problem. I am an elderly lady, about 85 years old. I own my own home. I brought a young man into my home in 1982 because I had known this young man since I was 15 years old. Now, he’s like 55. He was homeless and had no money and I felt very sorry for him. I had just moved into this house. My husband had just died. I moved into this house and I said, “I have a spare bedroom. It has its own entrance, and he can come and stay there until he can find himself another place to live”. He did move into the room. Now, I don’t want him here anymore. I’ve had some illnesses. I’ve had pneumonia. They’ve said they didn’t want me to stay alone. I need the room. So, I have been asking him please to move. He won’t move out. I gave oral notice on the 22nd of June to move out because I need the room. He just grins at me but he does not move. I called my lawyer and the lawyer said, “What you want to do is give him written notice. Make sure that he gets written notice.” So, I did. The lawyer told me what to say in the notice, and I did that. Then I called the Council of the Aging, and asked them if they could help. They said, “No, they wouldn’t help me unless I was in a nursing home.” So, then I did what the lawyer said I changed the locks. Then when he came home last night, which was his last day to move out, the locks are changed and he called the police. The police came and they said, “You can’t do this. You have to let him in.” I said, “Well what I am supposed to do? It’s my home. I don’t want him here, and he won’t move.” Well he said, “You can’t do that. You have to go to the sheriff’s office and get an eviction notice.” So, I went to the Sherriff’s office this morning. The Sheriff’s office said, “Oh no, we don’t do that. You have to go to the court house and file a civil eviction. Then they will set a hearing date, and we will have to go to court.” Now all of this I have to do because a person is in my home. He’s not paying rent; he has never paid a penny of rent. I have never asked him to pay rent. He has borrowed money from me. I just forget that. He already owes me over $800.00. But he will not leave, and he comes and goes as he pleases. If I tell him he has to leave he just grins at me. He just smiles at me like, “yeah sure I do.” There is a program on the computer that says, “How to evade eviction” and it’s exactly what he’s been doing. He knows that I can’t get him out of here unless I take him to court. I am on oxygen 24 hours a day, and it’s going to be pretty hard for me to go court. I just want the mayor to know that I think that is no way to run a railroad. I think that’s very bad that an elderly person like me, living alone with no big sons to back me up. I can’t say to person, this is my home; you are no longer welcome here. Get out.” They just thumb their noses at you and say, “To bad Mrs. Valentine.” I just want the mayor to know that. I am glad, and I hope, I hope that this does go to the press. I hope that the media does find out about this because I think this is not a way to treat the senior citizens. Well, at least not this senior citizen. Goodbye.<br />

Graffiti: This is for the graffiti hotline. The country plaza, at Overland, at the back there is a theater, the Reel Theater. The back of their building is on Clark St. On the side off of Clark St as you are coming in, that driveway there is in big blue letters, “South” and then an “S” and then a number. It is definitely graffiti. I have never seen any there. I just was over in that plaza and wanted to report this. I have reported graffiti before and you guys are so wonderful about taking care of it immediately. I realize this is Sunday but I know that it will get taken care of on your list as it comes up. I want to commend for always taking care of our graffiti. I think it’s wonderful. There is no need to contact me, but I will be passing through there and see when it gets done.<br />

<p>Like his pals at G-BAD Bieter will not take “no” for an answer.  After Judge Cheri Copsey declared it was up to voters to approve long term debt(for a police station), Bieter and the council pushed for a parking garage at the airport without voter approval.  After spending tens of thousands of Boise taxpayer dollars pushing their illegal effort to go around the voters, city attorneys lost in the Idaho Supreme Court.  That decision was issued April 13.</p>
<p>Now, Bieter is quoted in the daily paper saying, “I will push CCDC to to help with financing.”  He reportedly has already asked the Capitol City Development Corp.&#8211;the city urban renewal agency&#8211;to explore plans to issue bonds for a convention center, similar to the plan used to finance the Ada County Courthouse.<br />

<p>The Ada Courthouse deal has been subject of ongoing criminal investigations.  It is one of the most complex  deals ever perpetrated on the citizens of Idaho.  Lawyers have been disgraced, a university president ousted, and after four years,  ground floor space designated as income producing commercial area remains vacant.</p>
<p>G-BAD(Greater Boise Auditorium District) has been turned down by voters twice and again by a private developer on plans to shoehorn a convention center into a vacant block of downtown between the entrance and terminus of the I-184 connector.  Their latest attempt is a plan to build a convention center piece meal over a 10 year period.  G-BAD board member Mike Wilson calls the idea “the dumbest thing I’ve ever heard.”</p>
<p>G-BAD lawyers erroneously advised the board it was legal to use public tax money to advocate one side of an election, despite pleas to the  from citizens to the contrary.  Like Boise City, they spent public money defending their illegal cause until the Supreme Court ruled against them earlier this year.</p>
<p>No surprise, but  behind-the-scenes maneuvering involves the J.R. Simplot family.  They own most of the land in the area and have a “buy back” provision on the G-BAD land where voters have rejected a convention center.  Even among the Simplots there is not a consensus for what or where development should take place.<br />

<p>The sad reality is Boise Citizens have been ill served by local government.  In their zeal to “build something” Boise City government has demonstrated a lack of direction, understanding, and integrity.  ANYTHING built will yield NO REVENUES to the city of Boise&#8211;all the property tax on improvements goes to the CCDC which offers unfair subsidy to businesses downtown.  In short the GUARDIAN and many others have lost confidence in the ability of these agencies to act on behalf of the citizens.<br />

<p>It is time to disband the CCDC and let the free market prevail.  Boise is not a “big city” and shouldn’t aspire to be one.  The &#8220;small town feel&#8221; is what makes our city so appealing.   The Grove Hotel encroaches on our public sidewalk, unfairly deprives motorists the use of our street as they permanently block a traffic lane of Capitol Boulevard.  The Quest Arena events cause increased demand on public services&#8211;like police&#8211;but they pay NOTHING for police services&#8230;or any other city services.</p>
<p>Meanwhile,  Bieter and his Team Dave have asked Ada Commishes to expand the city area of impact into the desert south of town so sprawl can continue to ruin what was once a really neat place.</p>

Code Enforcement: On December 9, 2005, I reported a junk car to code enforcement located on the vacant lot next to 1900 W. Main St. It’s a black Mitsubishi Gallant with no license plate. On January 27, 2006, after nearly two months without the car being moved, I contacted code enforcement again about the status of the complaint. The code respondent stated that it was being allowed to stay as it was part of a legal case. Well, six months has passed and it is still there. I’d think the City of Boise would have more than a usual amount of interest in this because it is such a highly visible location. Thank you.<br />

Code Enforcement: I have somewhat of a complaint and also a concern. On Harrison every weekend we get plastered with yard sale and garage sale signs. You may not think that it’s a very big deal, but for the most part people do not come back and pick up their signs so it’s left as litter. Also, the way that these people attach their signs is getting to be more and more of defacing city property, I would say. I’ve seen most or all of the trees that are close to the corners of the islands have nails plastered through them. I have picked up 50 to 60 yard sale signs today. About 50% of them were shot onto the trees and even onto one of the cast-iron lamp posts with a nail gun with like a portable CO2 powered nail gun. I would like to know what can be done about this, and also other issues on our street like traffic, speeding, possibly lowering the speed limit, and maybe putting up a lighted cross walk at Ressigue and Harrison to make the intersection safer for students to cross the street for the junior high and high school.<br />

Boise, ID 83709 Victory Road: With the addition of the new homes that are built behind us in Tioga, the streets Montique and Ithaca have become speedways from Victory back to the new area. Residents have put up temporary signs that say, “Slow down” and “20mph.” It doesn’t seem to do any good. How about putting some speed bumps in the area to slow down traffic? Also, how about some street lights up on Victory from Maple Grove up to Cloverdale at least? That street is awful dark at night and makes it hazardous, especially when it rains and you cant see street signs or the street markers.</p>
<p>When we did it in Arizona, we had reflective paint that was down on the street that you can see at night. Anyway, a couple suggestions on the area where I haven’t seen a police officer on patrol since you have annexed it. You could use some cops up there because Victory between Overland and Cloverdale is a speedway. Thanks very much.<br />

Bike Riders: Charles stopped into the office this morning to express his deep concerns for bike riders in Boise. He is very troubled by the amount of bike accidents in Boise and the lack of work from the Boise Police Department. The bus systems won’t allow many bikes on the back of the bus, which makes it hard for those to get around, thus making people ride their bikes on busy and dangerous roads to get where they want to go. Warning Sign: I’d like to talk to someone about a dangerous road that needs some kind of a warning, a right turn only sign. I was in a major car accident. I totaled my car. It was a double collision and if there would have been a sign coming out of this very popular driveway on Cole that said Right Turn Only, I don’t think you’d have people trying to turn left at 5pm rush hour and causing major injuries. I broke my neck. I have to go that way home because it’s most convenient for me. Every time I go by that driveway now there are people doing that. It’s very dangerous. I would appreciate a comment on what it would take to have that Racquet and Swim Club put in a right turn only sign at their driveway which would prevent a lot of problems. Thank you.<br />

Open Saturday HS &#038; Fire:  She attended Mayor’s Open Saturday. I followed up w/ her and a couple of loose ends. There are feral cats living in the crawl space of a house that has been vacant for many, many years. When she flood irrigates the water goes under the house and the stench is nauseating. The humane society said she could rent traps, but they can’t come and trap the cats. She would be happy to trap them but doesn’t feel she should have to pay for the traps if she is doing it for the entire neighborhood She is also concerned about the distance between fire hydrants on Helen St. One is at the west end of Helen St. and the other is across Overland. Would a hose reach if necessary? If not they are currently replacing sewer pipe a block away and now would be a good time to add a hydrant.<br />

Crosswalk Suggestion: The subject of this call is Myrtle St. I’m a senior and occasionally I park at Julia Davis and walk across Myrtle and Front to get to the County Courthouse saving myself the effort to pay to park at the County Courthouse. There are many people in the county gov. that cross these streets. From 6th Street to Broadway, there is not a crosswalk or a stop sign. Some of the traffic going down this long straight stretch gets up to 50-60mph. My suggestion is a pedestrian operated stoplight and crosswalk on 3rd St crossing Myrtle. When you walk a block to Front there is a stoplight but not on Myrtle. I think there is one desperately needed and with the apartments on Front St., the pedestrian traffic will only increase. Thank you for taking this into consideration.<br />

<p>Boise Tour Train Complaint: I took a load of seniors out to the Boise Tour Train. After talking to them four different times, the latest one was two days ago, they said come on down and there would be no problems. I had about 20 seniors and they said come on down. I was concerned about them having to wait or not being able to get on the train. They said no problem. We were down there and were in line. All of the sudden a bus of children came down, they unloaded the bus, the kids all got on the train and whoever was in charge went to the front of the line, gave the money, and they said they couldn’t take us because the train was full.</p>
<p>I had 20 seniors standing there in walkers and I went up to the front and said we had a reservation too and they said our name wasn’t on there. I told them I talked to someone on Wednesday and we did make a reservation and told them there would be up to 20 seniors. They said there was no record of it and that was Norm the owner who will not return my phone calls or is out for the day. He wasn’t concerned at all about it. He was after the larger group. I had to load 20 seniors with walkers and canes back onto the bus and take them back to the Chateau. I think we were treated very unfairly.</p>
<p>The parks are there for everybody and if he’s there just to make money and let the larger group on and to heck with the seniors, I think someone ought to take charge of that or relieve him of his license or something. Like I said, we were not treated fair. He is just in this to make money and should be in it for everybody. I would like some kind of a message that the Mayor got a hold of this and find out why he would take the bigger group over us. There were a lot of people in line and a lot of the parents said they needed to get on because their children are on there. A lot of the parents didn’t get on their either but they were again not caring about us seniors. Anyway, thank you very much for listening to my complaint. As far as I know we don’t ever plan on going back to the tour train. Julia Davis is a really nice park but we have a bad taste in our mouth about what happened.<br />

Ada County Jail: I wanted to let you know that I’m calling the Ada County Jail and I’ve had no answer to my call for 37 min. Irrigation: I’m calling regarding the irrigation water. I have a couple of rental properties I own in Candlestick Park Subdivision located just north of McMillan north of Eagle Rd. The reason I’m calling is to get a message to the Mayor. It seems unbelievable to me that with the recent heavy amounts of rain, water, and high rivers in Eagle, I would think that it would be top priority for the irrigation district to be out turning on all the pressurized irrigation water to alleviate some of the canals and other water channels to allow the neighborhoods to water their grass. I know in this particular subdivision they have an odd and even rule at one point and at this water season, that should go right out the window and the PW department should be working around the clock to turn on all the subdivisions pressurized irrigation so everyone can turn their water on and not just to water their grass but alleviate the massive amounts of water we have here. My concern is that I’ve called down to the irrigation/pw department and referred to another group of individuals. The gentleman I spoke to was taken by surprise and said hey that is a great idea. It seems strange that I am a public citizen and I have reminded the irrigation dept that half of Ada County is under water with the recent rainfall and snowmelt. Is there something I’m missing? Should someone raise a red flag on this issue? Maybe we can kill two birds with one stone with this idea. Mayor Bieter you are doing a great job and keep up the good work. We all have a voice and like to be heard. At least consider what the people say and keep on doing a good job. Thanks so much.<br />

BFI: I would like to remain anonymous for fear of reprisal. I am a long term employee of BFI and I have a concern with the way they are managing the company. They are forcing employees to work over 12 hours in a number of cases which is a violation of state law. Also their trucks are very unsafe and I am really concerned about the hours because one of our senior workers had a heart attack and is now in a coma and could very easily pass away. They don’t seem to be addressing the concerns and they continue to enforce their employees to work above and beyond safe practice. Thank you for hearing my concern.<br />

BFI: I’m calling about the trash service. We are having a problem in our neighborhood. I just got off the phone with these people and was treated horribly. They run forward, slap on their breaks, sliding their tires, leaving black marks on the road. Somehow I get charged for their abusive use of their vehicles. If you want to see what they are doing, come out and drive up and down Garden Street between Garden and the Railroad Tracks. More specifically, it’s between Garden and Bethel. It’s everywhere. I see skid marks from these trucks all over the place. If you really want to see an example, look at 100 N. Garden Street which is just across the street from me. Water Rates: Thank you for your threat of public knowledge about my phone calls. Many years ago Mayor Bieter, The City of Boise decided to take Boise Water Corp. and make it a private entity called United Water Idaho. We have a real problem with that I’ve just turned on the news to hear that a 25% increase has been approved for water from May 1- Sept. 1 in flood conditions. We don’t understand why United Water Idaho cannot harness the water used for our benefit. We think this is wrong. We would like you to bring Boise Water Corp. back. People that can’t afford gas will be watering their yards and taking care of their yards this summer. Please help. We want to roll back this extra rate hike in the summer and the only way that can be done is to get our city water company back.<br />

He complied&#8211;three handicap parking spots and a crushed stone pathway for wheel chairs!  There are also onerous signs warning of no parking and towing.</p>

<p>The following guest comments probably explain some of the negative sentiments which for the most part were created by development along the flood plain.</p>

<p><strong>We have grown up watching the farmer in Eagle flood out each spring so have not built on the flood plain.</p>
<p>How much do the developers of those communities have to pay&#8230;.or do they just smile as they keep their fat bank accounts at the expense of the fools who &#8220;just love the river&#8221; and have to live next to it.</strong></p>
<p><strong>Do you remember when some of the home owners in the Park Center area got into a big snit over the green belt going between their property and the river?</strong><br />

Branch Libraries: My comment is about the libraries the city would like to build. It seems like the parks department and other city controlled agencies hold a lot of land to use for this. If the city could form a coalition with the school district and use the existing libraries to improve them. This would cut out the need for land for libraries. There would also be adequate parking. Sanctuary: My concern is the Sanctuary closing releasing men, women, and children. I am actually flabbergasted that in the State of Idaho children have the options of being on the streets or homeless. I feel like this is grossly inappropriate for a child to exist with terror in their heart as he or she wanders the streets with their homeless parents. Coming from California, I noticed there is a 20 year lag in how society addresses issues. Children should never have to live on the streets and be safe, clean, and fed. Perhaps there could be a program like child protective services to help with this. My wish is that a child never under any circumstances will be out on the street and my hope that the project of putting children in homes could be led by your foster children program. Thank you and I am thrilled for the Mayor and his wife that they have a child of their own now and I’m hoping you can look hard at these children and be their voice. Thank you to you and your staff.<br />

Two Concerns: She called the mayor’s office this morning to express her concern with the Magnolia Apartments. There is garbage all around the apartments and it needs to be cleaned up. She witnessed a man burning objects the other day that left horrible, toxic fumes in the neighborhood. She wants the city to do an inspection. She said she has called code enforcement several times as well as the Boise City Housing Authority and no one has answered her call.<br />
Also, on Hill road in between 28th and 36th on the north side of the street there are some retaining walls that have had graffiti painted on them since 1989 with home owners paint. She has already complained about this issue and the highway district came out and repainted the barriers only at 32nd and Hill road. She wants the rest painted gray. It has been an eyesore since 1989. Retaining walls that go to Stone Creek to 28th street on the north side of Hill Road. If that were all painted gray our neighborhood would be restored.<br />

I have lived in Idaho all my life and the foothills are one of Boise’s treasures and we have allowed every spectrum of them to be developed. There is only one section left when you can actually see the foothills and not houses. I am sick that we are going to let that last little piece go. I want to know what we can do to try to stop this. Will the city of Boise not help them and make it easier for them to annex in our city. It’s not worth the money to let these foothills go. Park restrooms: I have talked to a person at the BPR and they suggested I call you. I would appreciate it if the BPR had the opportunity to open up the restrooms in Boise Parks before Spring Break. We had a nice spring break and lots of kids were out in the park. The equipment looks good but when they turned to use the restroom, everything was locked up. It says closed for winter and it has not been winter for over two weeks. I would appreciate them to open up these restrooms to maintain them. Drug abuse: I am really concerned about drug abuse in our city. I associate with children who have lost their parents as a result of drug abuse. I know it costs about $30,000 to put someone in treatment for one month and a great deal to house them for drug related crime. I see this activity in the neighborhood and I am sickened by it. I have attempted to report it to the BPD but they have higher priorities. We would like to stop it in the neighborhoods instead of the schools. It obviously won’t be stopped in the homes since the parents are too busy working. I am giving you a suggestion of a phone bank for citizens to call about drug related things they see in their neighborhoods.<br />

Sanctuary: My concern is the Sanctuary closing releasing men, women, and children. I am actually flabbergasted that in the State of Idaho children have the options of being on the streets or homeless. I feel like this is grossly inappropriate for a child to exist with terror in their heart as he or she wanders the streets with their homeless parents. Coming from California, I noticed there is a 20 year lag in how society addresses issues. Children should never have to live on the streets and be safe, clean, and fed. Perhaps there could be a program like child protective services to help with this. My wish is that a child never under any circumstances will be out on the street and my hope that the project of putting children in homes could be led by your foster children program. Thank you and I am thrilled for the Mayor and his wife that they have a child of their own now and I’m hoping you can look hard at these children and be their voice. Two Concerns: She called the mayor’s office this morning to express her concern with the Magnolia Apartments. There is garbage all around the apartments and it needs to be cleaned up. She witnessed a man burning objects the other day that left horrible, toxic fumes in the neighborhood. She wants the city to do an inspection. She said she has called code enforcement several times as well as the Boise City Housing Authority and no one has answered her call.<br />
Also, on Hill road in between 28th and 36th on the north side of the street there are some retaining walls that have had graffiti painted on them since 1989 with home owners paint. She has already complained about this issue and the highway district came out and repainted the barriers only at 32nd and Hill road. She wants the rest painted gray. It has been an eyesore since 1989. Retaining walls that go to Stone Creek to 28th street on the north side of Hill Road. If that were all painted gray our neighborhood would be restored.<br />

Park restrooms: I have talked to a person at the BPR and they suggested I call you. I would appreciate it if the BPR had the opportunity to open up the restrooms in Boise Parks before Spring Break. We had a nice spring break and lots of kids were out in the park. The equipment looks good but when they turned to use the restroom, everything was locked up. It says closed for winter and it has not been winter for over two weeks. I would appreciate them to open up these restrooms to maintain them. At least put a porta potty out there but there is not even that.<br />

Drug abuse: I am really concerned about drug abuse in our city. I associate with children who have lost their parents as a result of drug abuse. I know it costs about $30,000 to put someone in treatment for one month and a great deal to house them for drug related crime. I see this activity in the neighborhood and I am sickened by it. I have attempted to report it to the BPD but they have higher priorities. We would like to stop it in the neighborhoods instead of the schools. It obviously won’t be stopped in the homes since the parents are too busy working. I am giving you a suggestion of a phone bank for citizens to call about drug related things they see in their neighborhoods.<br />

If the city could form a coalition with the school district and use the existing libraries to improve them. This would cut out the need for land for libraries. There would also be adequate parking. Sanctuary: My concern is the Sanctuary closing releasing men, women, and children. I am actually flabbergasted that in the State of Idaho children have the options of being on the streets or homeless. I feel like this is grossly inappropriate for a child to exist with terror in their heart as he or she wanders the streets with their homeless parents. Coming from California, I noticed there is a 20 year lag in how society addresses issues. Children should never have to live on the streets and be safe, clean, and fed. Perhaps there could be a program like child protective services to help with this. My wish is that a child never under any circumstances will be out on the street and my hope that the project of putting children in homes could be led by your foster children program. Thank you and I am thrilled for the Mayor and his wife that they have a child of their own now and I’m hoping you can look hard at these children and be their voice. Two Concerns: She called the mayor’s office this morning to express her concern with the Magnolia Apartments. There is garbage all around the apartments and it needs to be cleaned up. She witnessed a man burning objects the other day that left horrible, toxic fumes in the neighborhood. She wants the city to do an inspection. She said she has called code enforcement several times as well as the Boise City Housing Authority and no one has answered her call.<br />
Also, on Hill road in between 28th and 36th on the north side of the street there are some retaining walls that have had graffiti painted on them since 1989 with home owners paint. She has already complained about this issue and the highway district came out and repainted the barriers only at 32nd and Hill road. She wants the rest painted gray. It has been an eyesore since 1989. Retaining walls that go to Stone Creek to 28th street on the north side of Hill Road. If that were all painted gray our neighborhood would be restored.<br />

Foothills: I am calling because I am very concerned about the latest development in the foothills. It is a major concern because our property taxes are already high enough. I have lived in Idaho all my life and the foothills are one of Boise’s treasures and we have allowed every spectrum of them to be developed. There is only one section left when you can actually see the foothills and not houses. I am sick that we are going to let that last little piece go. I want to know what we can do to try to stop this. Will the city of Boise not help them and make it easier for them to annex in our city. It’s not worth the money to let these foothills go. Park restrooms: I have talked to a person at the BPR and they suggested I call you. I would appreciate it if the BPR had the opportunity to open up the restrooms in Boise Parks before Spring Break. We had a nice spring break and lots of kids were out in the park. The equipment looks good but when they turned to use the restroom, everything was locked up. It says closed for winter and it has not been winter for over two weeks. I would appreciate them to open up these restrooms to maintain them. At least put a porta potty out there but there is not even that.<br />

Drug abuse: I am really concerned about drug abuse in our city. I associate with children who have lost their parents as a result of drug abuse. I know it costs about $30,000 to put someone in treatment for one month and a great deal to house them for drug related crime. I see this activity in the neighborhood and I am sickened by it. I have attempted to report it to the BPD but they have higher priorities. We would like to stop it in the neighborhoods instead of the schools. It obviously won’t be stopped in the homes since the parents are too busy working. I am giving you a suggestion of a phone bank for citizens to call about drug related things they see in their neighborhoods.<br />

Libraries: I’m calling about the future library proposal as well as our schools. We now have in the works millions to be going to our schools and it’s a perfect opportunity to solve the problem of branch libraries by buying thousands or millions of books and services for our high schools giving them better libraries and with us putting a little money into the libraries so the public has access, those high school libraries could become our branch libraries. The apartments are owned by Park Lane Development and should be notified of this mess. The entire neighborhood is still loaded with garbage.
