8/6/06
Nancy Shallat
1417 N. 12 Street
BPD: This is the 6th time this summer that I have had damage from drinkers at Hyde Park who come back at midnight drunk. My vehicle has $3,000 damage. It’s not a misdemeanor; it’s not vandalism, a felony! I had the crime unit down here. Someone stomped the roof, kicked the windshield in, and took a claw hammer to the door. My neighbors this summer threw a brick in the truck, rammed in the back end in of the truck, damaged another truck, and killed this guy’s cat across the street. I have lived here for 20 years, 10 years ago no damage at all on 12th and Alturas. This has been consistently, since the drinking is open to way past midnight and they are coming down with bottles of beer. The bottom line is they should be shut at 11:00pm. It is not serving our neighborhood. This commercial district is in the service of our neighborhood and it is no longer serving us. When I have $3,000 worth of damage on my vehicle and there is no way they can find out who did it. I am a minimum wage worker. I have two minimum wage jobs. I’m a single parent and I cannot afford to dish out $3,000 for my son to get back and forth to work so he can help support himself. This is outrageous. There is no reason that we should have to put up this damage on 12th and Alturas because down where Elaine Clegg lives on the 100 district of 12th street, nothing happens. They do not have that damage. We have people drunk out of Hyde Park just for the hell of it. They didn’t steal the speakers or cd players. They just went and stomped the hell out of my car so no, this district, Hyde Park, Parilla Grill, the Garage, where you just go and get slammed drunk, which is not serving my neighborhood. This is not serving my house, my house across the street. I have talked to our neighborhood officers, and there’s no way they can be here after midnight until 3am and watch the drunks leave. They have targeted Parilla Grill and that has not worked. I have talked to them twice and they have targeted them watching for people who are drunk leaving. That doesn’t work having the police sit there and using a neighborhood task force. What works is lets close down. There is no reason someone should be in my neighborhood drunk after 11pm. Because then at 11 I can still be awake and watch for the safety of my house and my son.
Loss of Power: Mr.Tanfield is a tenant at the apartment that caught on fire. At that time power was cut to the apartment. He has been told by the fire department that it can be turned back on but the power company has not done so. He has tried contacting the property manager, Northwest Equity but has been unsuccessful he is desperate to get power restored.
ACHD: He contacted the Mayor’s office concerned about the deterioration of the alley behind his house. Due to remodels and infill it is a dustbowl. He contends ACHD is supposed to require the contractors to be bonded for this type of thing. ACHD has told him that true but they don’t follow up or enforce this requirement. He was also told that although ACHD used to maintain the alleys w/ leftover road mix etc. they have discontinued this practice and the alley is full of potholes etc. He wants the City of Boise to talk to ACHD about maintenance.
Billboard: I’m calling to complain about this sign on the connector on 15th. It’s a big billboard that changes pictures about every 10-20 seconds. It must have just gone up last week. I can sit up here in my living room and at night all you see is this huge billboard with flashing colors. I’d like to know how that got by when a couple years ago that car wash on Front St was taken down because they said it was dangerous. People were reading the advertisements and this is the exact same thing. How did that get in? It’s quite obnoxious. From my viewpoint you’ll see a few lights after dark and then this huge bright billboard that changes colors. I’m just curious about that. Thank you.
Dust: It’s now 25 past seven on 8/8/06 and we have had a windstorm. We are not able to see 15 ft from the back wall of our house to the fence outside from all the dust flying out of Rivendell Estates. When that subdivision was approved there was some verbage about maintaining dust control. The owner is not taking care of that. I would appreciate a call back and some assistance from the City. Thanks.
PDS: I would like to address the code enforcement policy. The ordinance states that all obnoxious weeds are supposed to be referred to Ada County Weed and Gopher. So I called the gal at Boise City CE to talk to them about some goat heads. I thought it was crazy that the CE Officer for the City of Boise was not qualified to enforce the weeds law within the City of Boise. I think it’s crazy that there’s a separation there. I know trash, old cars, and appliances are enforced by the officers but they can also encompass the weed problem. There are a lot of goat heads this year and it seems there is a lot of it on city owned property and you can get that taken care of by the City Code Enforcement Officers. But, get it done City! There’s no reason why your city enforcement officers shouldn’t be able to deal with these problems. It’s an inefficient use of tax base. Thanks for your time.
ACHD support: This is a short message for the Mayor. I think he does not live in West Boise. It’s too bad that ACHD is going to have to sue the city in order to get 5 lanes on Ustick. Try driving there. Perhaps at 2am it’s ok but other than that if you’d like to wait for three signals to get through Ustick and Maple Grove then fantastic. You’ve got the right road. I really think you ought to think ahead. I’m sorry for the folks that live on Ustick but when they opened 5 Mile, we had more traffic. Its takes more time to get out of the subdivision. But that’s growth. I wish you would reconsider. Let ACHD do their job. Thank you.
Bike Suggestion: Riding a bicycle has got to be a big help with Boise air quality. There are herds of us out there going to work, running errands, just plain exercising on our bicycles. My biggest problem while biking is not vehicle traffic but sprinklers. Not the small homeowner type either. This morning there was the park behind the Boise West Y, the entire Boise Research Center and two schools. I never see any lawn personnel around which leads me to believe all this water is turned on automatically. Why can’t the city encourage all business and public agencies to water at 4 or 5 in the morning? This would be a more bicycle friendly approach. Thank You
I’m sorry these people have such a long commute west of town but that’s their problem. They moved out there. We do not need another Fairview Avenue which it would turn out to be. Noise Complaint: I have a complaint for a noise that is going on. I live in a very sophisticated complex on Collister across from Terry’s bar here on Collister and State St. There are people that come there and leave between 12 and 3am driving their motorcycles and revving their motors waking up the people who live here. We have 50 people in this building. Some are very disabled and I have called the police twice and called the bar 3 times. No one seems to want to do anything about it and I thought there was a noise ordinance in Boise. I don’t believe that having some one sit out and rev their motor on a motorcycle from different hours of the night from 12 into 3 at night. It’s that way three of four times a week. I can’t seem to get anyone to do anything about it. I realize the police are busy and I don’t expect them to sit there and wait but they have told me if I wanted to go out and sit and wait until the person comes out of the bar with a license number and give it to them, they would approach the person. If that person gave them any problem then I could file a complaint against them. I don’t feel at my age that it is my duty to do this. There are many people here that complain but they won’t complain to the police. I’m going to tell them I have given this complaint to you. I would really appreciate some help with this to see if you could do anything about getting this stopped over here. I don’t want to cause problems but I just want to have them be considerate enough of the old people in this apartment building to have this stopped as soon as possible. I really appreciate it. Thank you.
Graffiti: I’m a volunteer for the BPD on the greenbelt and I had called once before about graffiti that was on a bridge. If there’s a number that’s better for me to call, let me know. But in the meantime this is what I have. There are two different graffiti taggings that have appeared on the greenbelt on the north side. The first one is under the capitol street underpass and it says “Dillinger” in black paint with a heart and “SA”. The next one is heading west under the 9th street bridge on the north side of the greenbelt was just the heart and “SA”. Like I said, if there was number that would be better to call, let me know. BPD: I’m calling to ask for a request. When we pay our property taxes, some of it goes to the council for their budget for the Police Dept and Fire Dept. I’ve had to have the Policeman out to my house for personal reasons and they have been very nice and have bent over backwards for anything I may need. They are here anytime I need them. What I am requesting is they receive more money. They don’t know I’m asking this, it’s what I believe in my heart. When their evaluations come up, can the Mayor and City Council give them a little more money? People do take them for granted and they deserve this very much. Thank you.
He called them yesterday, Sunday, May 14, while he was visiting in Boise regarding 2 big dangerous dogs on the loose that attacked a woman walking her dog. The 2 dogs were roaming around freely without any leash. He stated that when the officer showed up and found the owner, he did not see him write her a citation for having them both off the leash. Political Material in City Mail: I work for the Boise Fire Department. I’m calling in regards to the pamphlets and flyers that we received in the cities’ mail. I work at a fire station and we got a flyer for a candidate for the Ada County commissioner’s position. On the front of it says Boise City Employees and has a date and a time we can come see the individual. I was wondering if it’s appropriate that we dispense these political letters and pamphlets in our city mail. I was under the impression that is for city business and we cannot solicit other things whether it’s a service someone does or anything else. I don’t think this is appropriate to distribute out to city-wide employees. Maybe you could give me a call and talk about the appropriateness of this. Thank you.
Motorcycle Parking: I have talked to at least a dozen people if not more who have talked to the Mayor personally about reinstating motorcycle parking downtown to promote conservation of fuel and less pollution and congestion in the air. We used to have motorcycle parking in Boise but it was eliminated to get more money in parking meters. Every block you can take a car space, put motorcycle parking only and put stripes in the parking space coming out from the curb. If the Mayor is serious on taking away some congestion downtown, why doesn’t he do it? I think it’s a good thing. I sure would like a phone call back about this matter and I would like to speak in front of the city council. We should get something done as soon as possible. Maybe this summer with a few spaces. On 8th street between Bannock and Idaho would be a great place to start. Let’s make Boise a better place for less pollution, less traffic, and a conservation of gasoline. Good idea Mayor, jump on the bandwagon and make yourself popular again.
BPD: I ride the greenbelt from Veterans Park in to where my job is downtown. I’m calling to see if the greenbelt patrol officers would be able to be down at that one pond that’s west of Main. The kids are out of school and when I came by there tonight there were about 30 high school kids milling around out there on the greenbelt. They wouldn’t move and I was with another guy that got held up by them that asked them to move and their response was not polite. With that many kids being out of school now and out on the greenbelt, they need to understand it is not only there for their playtime. Many people use it to commute. That was tonight between 5 and 5:30. There are also families out there with young children. I’m just afraid to injure one of the kids. Thank you.
Kastera Homes development proposal: I’m calling in regards to the proposal by Kastera Homes to develop the acreage above Hill road between Hillside Jr. High and Bogus Basin Road. I’m concerned the city would consider this in regards to developing one of our last remaining open spaces in close proximity to the city. I see this as a natural resource similar to the greenbelt in that it improves and makes the livability of this city what it is. I believe the city needs to be wise in regards to infill. This natural resource being developed is not a wise or appropriate decision to make. If you would like to contact me, feel free to do so. Thank you.
Two notes on that, you have to set an example for other cities. Be brave, just do it. The second thing is in 1981 when I was a Sun Valley policeman, without comparing other cities; we had the first mountain bike police patrol in the state of Idaho. Get a hold of Jim Tibbs and tell him that I’m willing to help. Get Jim to call me if you need some help with this. We want to be a progressive diverse city. Set the example and be brave. River issue in Hailey, ID: I share a home with my son, Kevin Wilson at 1020 War Eagle in Hailey, Idaho. We have sandbagged the front of our home and water pumps running to keep the water out. When FEMA went up there, the city put sandbags down the middle of war eagle to keep the wood River in its path. Two people in the subdivision that live by the river are threatening to sue the city if they didn’t remove the sandbags. They wanted the water to run down in the subdivision away from their home. The city this morning has removed all sandbags that was keeping the river in its course. The Mayor will not respond. Is there anything that can be done to put pressure on this town and not to buckle in to the threat of the lawsuit and protect the rest of that subdivision? Please give me a call because time is really of the essence. Thank you.
There is graffiti located at 5020 West Franklin Road on the back side of the Mandarin Palace which is right across the street from Franklin School. That graffiti has also been in place for at least 3 months. My question for the Mayor and City Council is what are you doing about graffiti? I thought it was an important hot topic which is why you had a graffiti hotline. Apparently it’s not that hot. Your city is starting to look a little raggy and you need to take notice of this. I drive through your town every single day and each day I see the same graffiti. Don’t you have city workers who can possibly clean up graffiti? You need to do something about your city. Thank you.
Animal Control: He called in with a complaint on animal control. It is a state law to have your dog on a leash. This concerns him and he would like to be contacted about this issue.
He called again yesterday complaining that the elevator he installed in 1990 and is fine now needs to be retrofitted. Because the city codes have changed within the last 16 years we are requiring that he remove the two sprinkler heads in the elevator. To do so requires a demolition permit.
Thank you.
Thank you.
Motorcycle parking: Thank you for returning my call. You had mentioned that you had to study other comparable cities about motorcycle parking. Thank you.
Thank you.
Traffic and speed limit concern: I would like to know what we could do about getting the 36th street and Hill Rd. intersection changed back from a round about back to the original drawing for the intersection. I am concerned about the large amounts of traffic that has increased just in the last year or two. We were over capacity a year ago and I’m sure we are well over capacity now. Not only is it so saddening to see so many cars on our street but it would be nice to have the speed limit lowered and a few crosswalks for the junior high kids. To see there is no plan in place for traffic is concerning. I would like the speed and amount of traffic planned out. Ustick Road Widening Concern: I am calling about the Ustick road widening. We were told at the city council meeting that they were waiting for ACHD to meet at their meeting the next day, yesterday. We had one of our representatives attend the meeting and they said that nothing had been arranged. They did not receive anything from city council and that there would be several weeks before anything about Ustick would be on the agenda and then in the meantime the project was moving forward. I want to know whose lying and who’s telling the truth. Is Boise City telling the truth or is ACHD? I’m very upset about this. We were under the impression that Boise City was on our side and they don’t want Ustick road widened. I don’t know why we are all being ignored by ACHD. This situation needs to be mitigated.
Cable One: My comment is that I know Cable One operates under the city in a franchise. I went today to add on my service for wireless internet to take advantage of the 6 month special and they requested my credit card number. I said no and they said they couldn’t do it and they needed to “store” it. This means she just needed it to store it in case I didn’t honor the contract. The difference between the non-contract and the 6 month obligation is $10 a month. We are talking 60 dollars a month and they wanted my credit card number. I have to wonder how many numbers are stored down there. You are always told to be protective of your credit card number. My concern is that they are allowed to do that as a matter of business. I was able to resolve this but I was in there for quite awhile and it eventually went to the manager’s level. Still in violation of their procedures I just paid in advance. My concern is that Cable One is just storing credit card numbers from citizens. They had to go to the manager’s level to bend the rule. It was ridiculous. This doesn’t make sense and I’m concerned for everyone that is talked into this. Could you have someone look into that and evaluate the practice to see if it’s in the citizen’s best interest? I would appreciate a little feedback. Thank you. Jim Tibbs…Hi if you read this!
Ustick: I’m calling to say that I’m a Boise tax payer and I don’t approve of the way you’re handling this thing with ACHD. I travel Ustick on a daily basis and I want it to be five lanes. You all need to go out there between 3-7pm, it’s a nightmare. I support the 5-lane measure and will be vocal about it. It’s not right that a smaller group of people affects the greater good.
Boys and Girls Club: I am calling for Dave Bieter to discuss the possibility of looking into the process of opening up a Boys and Girls Club in Southeast Boise. I’m a local teacher and team working with the regional leaders for the National Network for after school programming. I’ll be attending the governor’s round table trying to spearhead some of that network. I would love to talk to you about your interests in a possible making of an after school service like the boys and girls club. If you could give me a call that would be fantastic. Thank you for your support.
I was born and raised here in Boise and I’ve lived in the north end for 12 years.
Thank you.

The GUARDIAN finds it disturbing that Boise Mayor Dave Bieter has been communicating with the Coroner behind the scenes over a case involving one of Bieter’s cops.

We agree the on-again-off-again-on-again inquest and surrounding publicity in the midst of a city election is a bungling effort at best. However, the mayor is out of line talking to the Coroner about the inquest into the police officer shooting death of 16-year-old Matthew Jones.

The Coroner sits as judge during an inquest, complete with black robe. Bieter would–or should–know better than to talk to a judge about a pending case. The same is true in the matter of an inquest which is conducted as a “judicial proceeding.” If we as citizens tolerate elected officials attempting to influence the decision to hold or cancel a pending legal proceeding, our system becomes tainted.

If Bieter had asked his City Attorney to file a motion to cancel the hearing, we would see nothing wrong–that is why we have attorneys and courts.

The mainstream media folks seem to have missed the point of the Mayor trying to influence the Coroner to just call off the inquest in favor of the report of the City ombudsman.

Bieter is well intended. He claims to have the support of the Jones family in his plea to drop the inquest. The Coroner has wisely ignored the improper request of the Mayor and set the case for later this month. We can all hope the proceeding offers more answers than questions.

Meanwhile public officials and candidates with their own interests should refrain from injecting their voices into the case. Frankly, at this point we would feel much better if the inquest were conducted by people who have not been talking it over amongst themselves for weeks if not months.
