Ada Hires Former Colleague Of Commish Case

A new Business Process Analyst at the Ada County Landfill is, “Already knee deep in projects,” according to county operations director Dave Logan.

The GUARDIAN received word that Benny Poole, a former hearing officer at the Idaho Parole Commission and former colleague of Ada Commish Chairman Dave Case had been hired April 15 at an annual salary of $55,000. Turns out its all true.

Case doubled his salary to about $90,000 when he was elected to the Board of County Commissioners. Poole will get a bump of about $10,000 over his previous state job.

Case confirmed he was aware of the opening at the landfill and suggested to his friend of 15 years that he apply. Poole applied and according to Director Logan, “He came highly recommended.” Logan also said Poole appeared to be a good fit for the position based on his interview.

Case told the GUARDIAN he made Logan aware his friend would apply, but instructed him to hire the best applicant for the job.

The Business Process Analyst provides project-specific process development services for waste functions and activities; performs professional work to research, analyze, prepare and present reports and make recommendations recommends and develops programs which result in the diversion and reduction of waste.

DISTINGUISHING FEATURES OF THE CLASS

The work is performed under general direction. The incumbent independently plans and organizes work. The incumbent exercises discretion and independent judgment in order to perform the essential functions of the job. Completed work is reviewed for its effectiveness in meeting requirements of the Department.

PRIMARY JOB RESPONSIBILITIES

* Takes assigned project from original concept through final documentation;
* Leads definition of project objectives, desired outcomes, scope, responsibilities, and action plans;
* Creates and maintains project schedules, develops project plans, specifications, time requirements, and deadlines;
* Monitors milestone measures and tracks all phases of the project;
* Provides timely reporting of issues that impact project progress, coordinates actions, and develops resolution alternatives for conflicts;
* Authors extensive written reports requiring use of independent judgment;
* Monitors and reviews internal operations and procedures for conformance to rules and regulations;
* Assists with developing comprehensive waste management plans;
* Identifies and develops waste diversion and disposal options;
* Develops phased implementation plans to allow for best possible use of available funds;
* Coordinates departmental efforts in regards to the planning requirements of waste regulators and other agencies;
* Gathers data, conducts analysis, writes reports and develops recommendations;
* Develops and establishes planning processes;
* Develops and assists in the development of plans and programs;
* Creates and delivers public presentations;
* Researches and develops bid proposals, contracts, leases and other documents;
* Provides technical training for personnel to maximize efficient use of resources and comply with local, state and federal requirements;
* Maintains operating records, environmental records and sampling equipment.

JOB SPECIFICATIONS

* Bachelor’s Degree in Business, Environmental Science, or related field, or equivalent combination of education and experience
* Knowledge of research, analytical, and planning techniques;

* Skill preparing accurate reports from statistical information;

  3. Clear and transparent as mud. So just a couple questions. He obviously has a background in this type of work right? Don’t they usually try to hire within, was someone else more qualified passed up because the commish gave Logan direction on who to hire? Didn’t the commish bring in another one of his buddies to be the chief of staff position on day one without posting the job position? How many more “buddies” are getting jobs at the county on my dime.

    This isn’t the end of the world and we all know it goes on in some fashion, but for some guy to run on clear and transparent, I think we can all agree it has been anything but that.

    To Snoop, Good questions. And while not the end of the world, it is sad. I cannot imagine this is pure coincidence that the friend of the commissioner is also the most qualified. I would be very interested to see the resumes of those who applied versus the resume of this gentleman. And were they all even interviewed? Or was this one guy just hired instantly after applying? These questions should be answered. These are taxpayer dollars, not private funds, paying these salaries.

  6. “Networking” and friendship go a long way in the hiring process of just about any job. I would rather see them hire a known individual rather than an unknown. To quote a friend of mine “every new employee pushes like a new broom, it is only after a few months do you know what you really have in that employee”.

    To Flyhead, seriously? Hiring a known individual rather than having a level playing field for all applicants strikes me as highly inappropriate when a governmental entity is involved. Would you also support awarding projects to known entities and only putting them out to bid as a formality? The latter has also taken place at the County over the years…

  8. Flyhead- I hear where you are coming from, but word has it that Dave got his out of work for some time buddy this job as a temp job until he could get him another higher paying job at the county. The time frame that was given out was six months. Lets discuss this then eh.

    I do know the landfill had someone else in mind to fill this position that is very qualified and has been there for a long time. Sounds clear and transparent.

  9. Well with the info from Snoop I have to admit “Nepotism is not tolerated unless you are a friend or a relative”.

    I too think the most qualified person should fill any open position, but, try to fill jobs with current employees before going outside for new help. It gives hard working employees a sense of belonging and ownership. Going outside tells employees they are not valued.

    Commissioner Case: We had high hopes for you. This and the preferential treatment of developers (who contributed plenty to your campaign) gives us pause. You work for all of Ada County, that’s us taxpayers, remember?

    Political patronage is an institution in this country and the world for that matter. Be glad this is not akin to Chicago in the 20’s and 30’s. (It’s close, but not quite there….yet) I know there are some who feel this is unfair, and it is. What is even more egregious than this is unfair practice is when employers will not even look at the applications of the long term unemployed. Some applications these days ask specifically how long a person has been out of work. Where is the uproar about this? The government of the State of Idaho practices discrimination in this and a myriad of other matters on a daily basis. Where is the uproar about this? There are so many inequities in the world that this one pales in comparison.

    The good father has taken issue with this subject implying it is such an insignificant topic it is almost beneath one to comment on. I would hope in the future the good father would put a more positive spin on his comments with a real proposed solution rather than just criticism. In that light I commend the Gaurdian for bringing this to our attention. A positive effect of this will be second thoughts before the county commissioners or other elected officials use nepotism or favoritism in their hiring practices

    I am not saying this is not a problem what I am saying is in the big picture this is a very small problem. I had a whole stichk about your name and the mob but I am afraid the sarcasm would be lost. In all seriousness I totally agree that this is unacceptable but, you have to agree that it is a small infraction compared to some of the other shenanigans that have been perpetrated in the commissioner’s office over the past few years.

    How does working for the Parole Commission for many years make one even remotely qualified to lead projects at the landfill? Sounds like the garbage that needs to be cleaned up is really in the Ada County Commissioners’ office.

    Wondering, how does being a parole commissioner make one quailfied to be an Ada County Commissioner? I do not know this guy ( the new garbage guru)and I assume you do not either so our guesses are just supposition. I will guarentee Case will be better in the commissioners office than what he replaced. BTW I dont know Case either but I did know Ullman..

    I find it amusing that everyone is ready to throw in the towel on Case because he refers someone for a job. If Logan was instructed to hire the best candidate then how much more honest could it get or should he not refer anyone?
